Not that a skirt automatically makes a man look more effeminate, of course.
This reason comes from author and illustrator Carlyn Beccia in her Medium article 7 Reasons Why More Men Should Wear Skirts – give it a read if you can (it requires a Medium subscription).
Skirts can look feminine. Skirts can look masculine. You can lean into one or the other – or both, even in the same outfit. Have fun with it 🥾💅👡💪💥

@John that’s a nice strategy! Leggings and tights can have the same issue—certain fabric combos between the skirt and legs will grab, and others will glide.
All true (well, except the boxers). Once you have a skirt on that’s not pulling at your parts when you move your legs, why would you repeat that problem with legged undies? Nope, bikini-cut for me. One garment for the parts. One garment for the legs. Every bit stays happy in action.
