Related to our Reason #8 why men wear skirts, people generally don't like fabric riding up into the butt. The seams and structure of pants make them cling to the butt and thighs, which can pull up underwear when you move, leading to wedgies. 

Skirts hang freely from the waist or hips, without an inseam, so there's nothing to wedge in most cases. But they won't always save you—it'll depend on the cut, tightness, underwear, and activity.
